Perth Glory owner Pelligra Group plans 208 apartments, 1,000-seat stadium at Embleton reserve

Perth-based A-League club Perth Glory has unveiled plans for a new integrated sporting facility and mixed-use development at Wotton Reserve in Embleton, with the City of Bayswater announcing its intent to dispose of land surrounding the reserve's pitches to the club's owners, Pelligra Group.

The proposed development will deliver 208 new apartments, commercial space and a purpose-built 1,000-seat stadium to serve as the permanent home of Perth Glory's A-League Women's squad and Academy, neither of which has ever had a dedicated base.

The site sits adjacent to the newly constructed Morley Train Station, one of 10 Western Australian station precincts earmarked by the state government for fast-tracked higher-density housing development under a policy announced in November last year.

The land proposed for disposal currently comprises a drainage site and ageing car park, while the City of Bayswater retains ownership of the public pitches, and the Bayswater Skate Park is also being retained.

No dollar value has been disclosed for the land transaction or Pelligra Group's planned investment, and no construction timeline has been set.

However, it was revealed last year that Pelligra Group had been engaging with the City of Stirling for a proposed major mixed-use project valued at $1 billion that would have included training fields and a mini stadium.

The City of Bayswater disposal remains subject to a community consultation process and a final decision by the council.

Ross Pelligra, Perth Glory owner and chairman, says the project will be transformative for women's football and the club's long-term sustainability.

“This investment represents an exciting development for Perth Glory’s Women’s football program and women’s football in general across WA," he says.

“It aligns closely with the club’s commitment to reconnecting and integrating with local Perth communities.

“Our Women and Academy teams will benefit enormously from the creation of a purpose-built, high-performance environment.

“This project meets my strategic commitment to ensuring the sustainability of Perth Glory by creating the opportunity to secure non-football revenue for the club."

Pelligra says the mixed-use component of the development is central to the club's financial model, with non-football revenue streams designed to underpin the long-term viability of the sporting operations.

The development also aligns with the Western Australian government's broader push to accelerate housing supply around key transport nodes

City of Bayswater Mayor Filomena Piffaretti says the proposal will be a catalyst for future growth in the area and deliver critical housing supply.

"New businesses and residential accommodation would activate the area, breathing new life into the location," she says. 

"The construction of a new 1,000-seat stadium and replacement of ageing infrastructure would be a win for both fans and community clubs, with playing fields remaining available for the community when not in use by Perth Glory.

“Wotton Reserve is perfectly positioned next to the newly constructed Morley Train Station, which would make it easy for fans to attend Perth Glory games."

Piffaretti says the council is committed to ensuring existing users of Wotton Reserve, including the Morley Windmills Soccer Club and the local Pétanque Club, will be accommodated under any redevelopment plan.

The Morley Station Precinct Plan, published by the City of Bayswater, identifies the area around the new train station as suitable for transit-oriented development including residential, mixed-use and community uses.

The precinct plan has been the subject of separate community engagement led by the City.

Perth Glory currently fields teams in both the A-League Men's and A-League Women's competitions.

Pelligra Group, a Melbourne-based property and construction group, acquired the club in 2024.

Community consultation on the proposed land disposal is expected to proceed before the council makes its final decision.
