Billbergia and Metrics Credit Partners lodge upsized $1.3b twin-tower proposal for Chatswood

Sydney-based developer Billbergia and alternative asset manager Metrics Credit Partners have lodged a new State Significant Development Application for a $1.3 billion twin-tower project in Chatswood

The revised proposal, dubbed Chatswood Grand Residences, calls for 58- and 60-storey towers delivering 552 apartments, which is up from the original 28-storey twin tower proposal originally put forward for the site in 2024.

The latest redesign is also up from the revised plans for 46-storey towers, comprising 450 apartments, announced last year.

The joint-venture partners say the latest design for Chatswood Grand Residences will house more than 1,000 people, incorporate 2,563sqm of retail and commercial space, deliver 2,500sqm of new public domain and generate up to $80 million in community and social infrastructure contributions.

Billbergia has lodged a fresh application before the Housing Delivery Authority (HDA), with public exhibition closing on 14 July 2026.

The developer says Chatswood Grand Residences aligns with the NSW State Government’s Transport Oriented Development (TOD) planning reforms, aimed at increasing housing density next to railway stations.

The development, which is earmarked for a site located at 849-859 Pacific Highway and 2-8 Wilson Street, is the fourth Sydney project for the joint-venture partners.

“We are delighted to continue our long-standing partnership with Billbergia, a leading property developer with nearly 40 years’ experience delivering similar, city-shaping projects, to create what will be one of Sydney’s most significant high-rise developments in decades.”

The development will include up to $80 million in contributions to community and social infrastructure, made up of local and state infrastructure contributions and a voluntary planning agreement with Willoughby City Council.

According to PBD Architects, Chatswood Grand Residences is anchored by a "cruciform design that carries through the entire scheme".

The firm says architectural elegance will combine with planning efficiency to optimise views, solar access, natural ventilation and residential amenity.

“Together the slender towers, podium and public realm combine to present a sophisticated response to the site’s urban context and a striking addition to the evolving Chatswood skyline,” says Paul Buljevic, managing director of PBD Architects.

A diverse range of apartment layouts are included in the plans, ranging from studios to four-bedroom units with house-like floorplans designed to cater for large families and downsizers.

The development will feature premium resort-style facilities on the podium rooftop include a swimming pool, spa, sauna and steam room, barbecue area and gardens. An indoor gym, yoga facilities and a virtual golf room are also included in the plans.

“Chatswood Grand Residences has been designed with liveability at its core, offering exceptional amenity tailored to North Shore buyers," says Moran.

"Its first-class facilities are designed to support wellbeing, foster community and enrich residents’ daily lives."

Construction of Chatswood Grand Residences is targeted to begin later this year, subject to approvals, with completion expected in 2031.
